there's a reason why they have limited vision, why they rotate to see different places, and why they move around: difficulty.
difficulty comes in avoiding trainers, and thus keeps your level low. getting caught in meaningless trainer battles is the punishment for poor movement. and the decreased prize money you receive means that item and money management is an actual skill you're expected to perform.
the only reason I know to intentionally battle trainers is if you know they give you a PokéGear number for giving you items occasionally.
so yes, you should be 4-7 levels below most trainers at any given moment.
