Ninetails is a regional variant and that's the biggest issue with it. Regional variants get dexcut.
Glaceon, as an eeveelution, is basically immune to dexcuts. This would ensure that a good snow setter gets in every game.
But aside from that, Glaceon would easily be better than the other snow setters in the game, bar Ninetails. And even then I'm not convinced Glaceon would be completely outclassed by Ninetails. Eeveelutions in general tend to be good support mons. Baton Pass and Glaceons slow speed would make for a great way to get slush rushers in safely. Wish is a recovery option that Ninetails doesn't have and you can even play the status game with Yawn. Or go for accuracy drops with Mudslap. Not really an option worth considering outside of doubles but still worth mentioning at least. And tera ground would buff Mudslap to a more respectful base 60 power.
