3-star raids are unlocked after collecting three gym badges.
4-star raids are unlocked after collecting seven gym badges.
5-star raids are unlocked after completing Area Zero.
6- and 7-star raids are unlocked after completing the Academy Ace Tournament for the first time and accumulating 50 stars worth of raid battles in total.
Large EXP candies are only available starting in 4-star raids, and XL candies in 5-star raids. Those are what make you overleveled.
So no, to be grossly overleveled you must first actually progress in the game. You cannot use raid battles to skip through the entire game, they won't award you enough candies to do that.
