I think it has to do with zoomers growing up on social media. In their formative years, they've seen people on the internet being really weird about fictional characters. You know, people who "kin" a character, people who have a blog where they RP as a character... Stuff like that.
Those zoomers grew up with the idea that that kind of behaviour was normal. And that's why their line between reality and fiction is blurry, so they think lusting for a 16 year old fictional character is exactly as bad as for a real 16 year old.
Additionally to that you obviously have the general mob mentality and projection. It's super easy to seem like the "good guy" online if you go around like "She's a minor you sick fuck [look at how good of a person I am, my morals are superior to yours]". It's a pretty easy way to make yourself feel good about yourself, like you're some sort of hero fighting evil people on the internet. Maybe those people feel guilty for actual bad stuff they do so they do that kinda stuff online to rid themselves of the guilt cause they "did something good".
Anyway, I think these two things are the main factors that contribute to this weird witch hunt. I really wish people would just learn how to ignore content they don't like. These people stifle artist's and their creativity because they bully creators into not making content that the mob mentality deems "problematic". It's censorship. Art is the one thing that should never be censored.
