The skill/experience of the creator, what kind of turnaround time, cost of materials, complexity of the design, etc. In this case the petticoat looks like the most complex part, if you're looking for a screen accurate silhouette you'll have to go with a wire cage support under it, but if you just want fabric however it falls on your hips it'll be cheaper and more comfortable. Depending on your size you might be able to find someone willing to do it for $200-300 US. If you're on a tighter budget: get a yellow dress with similar sleeves and neckline, safety pin on a red bow, wrap some orange fabric around your waist and pin it in place, cut a slit in the front of the skirt (hem the new edges to prevent fraying, if you have no clue how to sew iron on fabric adhesive should hold for light wear), and get a layered petticoat to go underneath it - you could probably throw it together for $100 or less depending on how cheap you go on the dress and petticoat, mass-produced clothes are going to be much cheaper than custom stuff made to fit. If you want the wireframe then you're probably gonna have to do some research or get someone to make it for you, getting the right shape is not going to be easy and I don't think I've ever seen those for sale pre-made.
