They were thinking to offer players a choice of delayed gratification. Evolve now and miss out, or delay it for a reward?
Back from a time when Gamefreak assumed their playerbase was smart enough to understand those sorts of concepts.

How can you understand something you're not even aware of? Almost every Pokemon up until that point learned all the moves its pre-evo did, the notable exceptions being stone evos. You have no reason to believe that Shroomish would learn a move that Breloom didn't.

Nobody would know about learning it Spore and think to hold off on evolving it unless they had a guide with its moveset. All that so-called delayed gratification does is screw over the majority of players.
I also don't think there's really anything gratifying about carrying a Shroomish all the way to the Elite Four either.

Pretty much every other time they did this was to get a move ~10 levels earlier than the evolved form, not outright locking you out of it unless you delay evolving for 30 levels.

This is something gen 8 actually fixed. You could use the move relearner to get anything a previous stage could have gotten by level up.
Unfortunate that gen 9 removed that feature for no discernible reason.
S/V really are the worst games in the series.

In Gens 4 and 5, you needed to level Poochyena up to Lv53 if you wanted him to learn Crunch. Mightyena does not get it.
