For the commanders and the grunts, team galactic is an excuse to be nefarious and exert power all over the sinnoh region, and so their themes reflect that. But for Cyrus, he just wants to seperate himself from the world so he can be cold and unfeeling in peace, and his theme reflect that by having this distant, slow and brooding sound to it, matching his emotionless calculating nature juxtaposing the more rambunctious grunt/commander themes.
