If they are not, they can be aged up to 50% older by altering the character's model and dialogue to show that they have matured since appearing in their source material. The more a character needs to be aged up, the greater the changes required.Moon/Selene is canonically 11, so she needs to be removed from the game.
Dawn doesn't have an age in the games, but she's 10 in the anime (which uses the same design), so she also needs to be removed the game.
May is canonically 12 in ORAS and 10 in the anime. If we average the conflicting appearances together, she's 11, and should be removed.
Gloria doesn't have a canon age, but I don't think she passes the snuff test for rule 1A. Needs to be physically aged up. Could also add a couple lines in her dialogue about booze to indicate that she's above drinking age.
Rest of the characters currently in the game should be fine as long as the sussier edge cases (Rosa, Misty) are explicitly aged up. N is the only one that's canonically an adult (22 as of B2W2), but we can reasonably assume that Cynthia and the grunts are adults as well.
