As you likely already guessed, this theory sucks for many reasons, it takes the exaggerated (and often false) modern complaints about Johto at face value, ignores that Gen 2 was designed as continuation to Gen 1, ignores that most powerlevel-wise Gen 2 Pokemon were on par with Gen 1 only falling off now due to lack of special snowflake megas. and even then Kanto is mostly propped up by small handful of minmaxed shillmons and Charizard forms.
The only part of the theory that hold up is the weird neglect Gen 2 gets compared to every other gen. Ironically its that neglect that allows the Wacky Deli theory to even happen since the only reason Gen 2 get so much hate now is being the region that's went the longest without a new game, allowing trolls to gaslight people into thinking Johto is garbage.
