Gyms are clearly people who have time, because they're work isn't as busy as it would be otherwise (artists, chefs, bakers, military during times of peace, etc). Alternatively, the league might stand in for weak governments and then over sport themselves like Galar. I wouldn't be surprised if the Galar government existed, but Rose was such a huge figure in the region because he revolutionized shit that they allowed him to use the league to fill some space they couldn't and he chose to push its sport shit way over the top.
