I guess it depends on how you define "finished", there's a million hacks that are generic "enhanced" versions of emerald or firered, but the number of finished hacks that have an actual vision is very low. and of those, original region hacks pretty much only exist on gba and essentials. ds and beyond only have difficulty hacks and mods that change the base game.
what most people would think of as a completed fan game, with a whole region and story etc, for every hundred people that start one, maybe 5 get into beta, and one gets finished. a lot of people think it's easier than it is.
