In addition, the final bosses both use dragons with higher stats and one also has a vanilluxe so you won't get many chances to do much with haxorus.
>mienshaoObtained slightly later than axew in the grass before dragonspiral tower, fighting is a less effective defensive typing but everything brycen and grimsley use, half of one of the final bosses' team, and two thirds of the other's team is weak to fighting, so I'd say it's the better one here.
However, both fraxure and mienfoo evolve late so I wouldn't recommend using either unless you're planning to grind to around level 50 before the elite four
By the way, you should probably get a boldore if you haven't beaten elesa yet since she uses emolgas
