I don;t think Game Freak actaully knew what they were doing when making babypokemon, just making random blobs before accidently realizing pre-evos could help make lines avaible eariler or flesh out lines that need it.

If no one cares abut Pikachu but stronger, why would anyone give two shits about Pikachu but weaker.
