I think they had plans for a proper rematch with Surge higher in the rankings (it was mentioned that he was off training to become a better Electric type user), but instead, Ash ended up having a rematch with Volkner and the Surge rematch was scrapped

I assume TPC wanted the characters to be on-model with the games but felt Surge was too different from the games so they made this bootleg version to compensate?

That was early Journeys. They didn't start shoving old characters in everywhere until midway through.

My guess is that they weren't initially aware that this was going to be Ash's final season.
