I like Jessie depending on the season. Sometimes the writers force weird personalities on her and endless conflicting backstories. I liked her when she was a frustrated and desperate young woman in her early 20's. With a Rocket mother who prepared snow as food because they're so poor, the mother who then died when Jessie was still very young, later flunking out of both Pokemon Tech and nursing school, finally resulting in joining a bike gang and later Team Rocket. She always embraces her femininity and is proud showing off her body and fashion sense.
