It leads to mismanagement, in-fighting, drama, people losing interest in the project over time, people assuming someone else would do that one thing or that other thing, or people thinking they can get someone else to do the thing they can't do. Successful fan projects are usually done by single individuals or extremely small teams and they take years to get to a state that can reasonably called complete. Even then, they often rely on earlier fan projects, usually tools and research, which take even longer and are even harder, sometimes harder than actually developing a game from scratch. In short, you have no idea what you're talking about.
