For the most part, deliberately garbage to incentivize the use of TMs. You either learned what was naturally good or spent your one-per-game TMs on shitmons you'll replace when you find their superiors.
Sandslash is an utter joke of a version exclusive, completely mogged by Dugtrio who gets actual moves and uses the niche of Slash far better due to being far faster.

Sandslash has EQ/High Horsepower, Knock Off, Leech Life, Gunk Shot/Poison Jab, and Stone Edge/Rock Slide. Can setup with Swords Dance and set hazards like Spikes/Stealth Rocks.
Meganium and Typhlosion have dogshit movepools to this day. Did you think people were shitting on their gen 2 movesets and not their current, still awful, movesets?

Typhlosion keeps getting physical moves despite being a special attacker and Meganium gets a tickle down drip feed of shit because the "muh gentle giant" and "le fodder" dinosaur tropes that Tropius and Aurorus are also victims of. It's fucking Pokemon, not Jurassic Park.

It should be Game Freak getting all the shit and not the Pokemon since they're the reason why these Pokemon are weak. There's absolutely no reason why a starter Pokemon should ever have a shit movepool especially with how fucking retarded the powercreep is.

All the Pokemon I mentioned deserve better than this.
