You're playing in a fucking tournament, I don't care who you are, you need to show integrity and pride in what you're fucking doing.
If your players are rocking up to your tourney wherein they're supposed to use things obtained ingame on the player's merit and they've got mountains of Pokemon obtained using exploits or obtained through illegitimate means with outside third party tools, what does that say about your tournement?
Setting aside the matter of advantages or disadvantages, imagine having a bunch of roided up freaks showing up to a weight lifting competition? Or a bunch of sprinters showing up with modified footwear? It makes your tournament look like a joke with no principles, standards or ethics before they've even done anything.
TCP have laid out the rules very transparently and to continue to go against them just shows a blatant disregard for the standards of the tournament and if people cannot understand why such rules are in place and why it's important to uphold them then they shouldn't be playing in a fucking tournament to begin with.
Stop being lazy and play the fucking game, stop making a fool of yourselves. Grown ass men and women cheating in a fucking kids game, it's shameful, honestly.
This is a good life lesson and it's important they learn it from now when all it's doing is embarassing them in public and not getting them jail time. Foolish, illegitimate shortcuts in life only get you nowhere fast. Do things properly if you want to get anywhere.

Peons like us don't have such luxuries, however.Tournement organisers have an obligation to ensure everyone is playing on a level playing field, even just the presence of cheats on a console should naturally flag concerns of how legitimately a player is playing the game. If you didn't actually catch the Mon, you don't deserve to use it.
