Gorochu was dead twice over by time Gen 2 came - when electric/dragon ended up too strong a monster for an early-game rat and when Pikachu became the mascot due to public reception. Whatever chance it did have then got utterly snuffed out, because "lole, maek cute babby piggerchu".
