When they did a Friendship Checker with their Pocketch's Brock and Croagunk got the same score as Ash and Pikachu (Dawn and Piplup on the other hand weren't as high, Brock only had Croagunk for 2 episodes at that point).
The only time we don't see Croagunk with Brock is during his SM appearence where Misty is on anti-simp duty, but the frob doesn't seem to leave his side often, if at all. Genuinely just loves the hell out of Brock.
