Unova starers didn’t get any special shilling. The only starters that got less where Johto’s and that’s because Johto starter literally for nothing because Game Freak hates them and wanted them to fail.

Are you seriously asking how starter Pokemon are shilled? They are the face of any given generation. In the case of Gen 5, Snivy, Tepig, and Oshawott were in the forefront. That's what occurs with every starter trio in their own generations.
Also, by the logic of the artwork you posted, I could find any piece of art without any starters and claim that they aren't shillmons.

Other than the movie Zoroark had practically zero relevance the entire gen. The starters they tried to shill throughout but they never became that popular because their designs are utter shit. It's like trying to argue Magearna is a bigger shillmon than Incineroar.
