Electric Terrain is so bad it's honestly a hindrance in teambuilding. All the Quark Drive mons are garbage in doubles. Also hyper offense restricted pokemon like Miraidon appreciate support from Rillaboom or Amoonguss, and the Electric Terrain clashes with both of them.

Koraidon is good because sun is good and easier to maintain than E Terrain, which faces competition from Indeedee and Rillaboom, both of whom beat Koraidon in the first turn terrain wars. Koraidon also takes care of Archludon for rain, and this is probably Kyogre’s weakest gen with Ogerpon-W running around.

1. Multiscale isn’t as great as it is in doubles. Its very easy to counter, especially when it needs to be in its weaker for to do so.
2. Its a Tera sink. You basically have to never use Tera for anything else on your team so that Terapagos has stats on par with regular restricteds.
3. It’s a really linear team style that can also be countered by 1 move.

You could say the same for Xerneas, if the setup is strong enough it doesn't matter if something counters it because you can always adapt the team to work around the counter.

You have to run Clear Amulet on your physical restricted. Even Koraidon, who can threaten Incineroar, has to play around tera ghost and Fake Out cycling with Parting Shot. If you aren't running Clear Amulet you're kind of just fucked.
