I remember thinking the huge potential in storylines the 3 rivals could have, especially Marnie, and they end up being total garbage, especially Marnie.

Macro Cosmos had a lot of potential. I think gen 8 is when Gamefreak's veterans got kinda tired of fast-baking a new generation constantly so they went to vacation and put work on other lower employees, like james turner.
This is reflected in everything of it. The little innovation, the music, the story, the lackluster cities and areas outside of the wild area. If anything Eternatus represents this generation perfectly because it's only the Skeleton of what it should be.
