I will say that sooooooo many of them do come from Kanto alone so OP might be onto something. You do still have the Ursarings, Stantlers, Spindas, but less common.

There seems to be somewhat of a pattern of starting out with the Game Boy pallet, then slightly going off of the Game Boy pallet with a color in the final evolution, as if having just that 1 color in the pallet is special.

Why is scyther only slightly red when pinsir is totally blue? Why would they reference the international Red/Blue versions instead of the local and original Red/Green versions? The similar arcanine-ninetales theory is plausible, but this is clearly a coincidence.

No, most shinies during gen 1-5 were automatically assigned their palettes by a variable shift, with only a select few getting special treatment such as Charizard in gen 3 onward.
That's why so many of them are puke green, slightly lighter/darker shades of their normal colors or some kind of neon bullshit, because they effectively let the game itself decide by performing said variable shift.

I'm pretty sure it's this, I was once using a gen 3 sprite editor and you were able to shift the palletes countless times over, the next one over was always the shiny

Probably because it was a new pokemon and an exclusive to Gold. No reason for them to think "whatever, fuck this pokemon" at that time. That's why it's clearly a brighter green that you wouldn't see on the Game Boy.

By original hardware, do you mean the old brick game boy? I could have sworn I played pokemon using that color changing trick before on my pokemon special edition gbc. I was thinking the select button changed the colors too, but maybe not. Inverting the colors was the shit, I'm pretty sure you could do that with pokemon.
