Defensive usage and having no opportunity cost are big parts of what make it so bad.
The type chart is practically the fundamental basis of the game. The vast majority of the meta of checks and counters is built around how impactful a 2x multiplier is.
Something like a Kingambit, which is 4x weak to Fighting, can tera Flying or Fairy and take 1/16 the damage it normally would. Or maybe the rare tera Ghost and be immune.
And that's just one example. Defensive tera is a gargantuan boost to any offensive mon, and you won't know which one they use until it's already too late.

They should do that. It's the most sensible action to take. A full ban feels excessive because it's not as disgustingly cracked as Dynamax, but the gen 9 meta is clearly not okay.
