I always thought it was like, you become champion but you don't want to just stand in a room forever waiting for people to challenge you so you decline the position.
Or you're the "grand" champion or something but you appoint the champion to fight people in your place so you can keep adventuring.

You do become champion, you just don't stick around to defend your title. Instead you run off to do other things and by the time you come back it's been taken back by the previous champion.
