Gamefreak despite it's inexperience with programming and modern state hiccups has the most experience with the IP and cooperation with shit like communication with the marketing team and studios for shit like Home. Asking another Game dev team or studio (Doesn't really matter if Nintendo does it or not) to pick up the work involving over 1000 pokemon, taking the time to adapt their work as well as their multiple business partners isnt gonna cut it with the Gen cycle.
That shit would take time, even more money since obviously despite the net profit any new studio getting asked to work on it will have the edge on contracting and a shit ton of good faith.
