Look, if every Pokémon could fly without an explanation, I wouldn't give a shit. But a fucking landshark Pokémon being able to do it for no fucking reason is stupid because it's not believable enough.
Just cause there's magic creatures it doesn't mean that they can do whatever they want. It needs to make sense in the context of the world.

They make reference to a war happening before gen 1, and it's speculated that's why the main character has no father. The electric type leader in gen 1 also alludes to a great war, and that he is a product of said war. Even in the Pokémon universe humans are human. War never changes.

The question is how it generates thrust.
Lift can be generated by just having the right wing-shape and having enough wind pushed in front of it.
It's why planes can take off without even turning off the engine when there's enough wind blowing.
