Ultra Necrozma uses a movepool that is only fully resisted by Steel Types that are not susceptible to taking neutral damage from Psychic, Dragon, Rock or Steel in any shape or form. Thus, the only logical solution to counteract this sheer degree of damage output is to either exploit Toxic via Mimikyu or Zoroark, or use a defensive Steel Type that resists all of those moves in order to get a proper start in the battle. There is no open-ended strategy here, you are LITERALLY being forced to either severely overlevel or rely on a select few Pokemon to stand a reasonabel chance.
