There's plenty of Pokémon that should get a cross-gen pre-evo. There's plenty of existing Pokémon who should be Baby Pokémon. Raichu feels fine as final evo. Also, Pichu is cute.

Yes, Dark Magician and Blue Eyes White Dragon are both baby tier decks in YGO. Also why the fuck does the mascot need to be competitively viable, Gamefreak does not know shit about balance and makes shillmons fucking broken, see both forms of Megazard, you're retarded for wanting them to lean more into that.

a pre-evo is just fanart/merch fodder, in game it's just an extra stepping stone that you can usually just skip entirely and which historically locks out an under-evolved pokemon from ever getting a final stage. No pokemon deserves that
