Gets no fighting moves except for gimmicky ones like rock smash and reversal, and doesn't even learn it's signature bug move until the tail end of Kanto, IF you even get it to that level. Another Pokemon that's only good in a PvP settingNot getting Megahorn 'till late is a non-issue because you can give it the Fury Cutter TM you just got for beating Bugsy along with Headbutt. It has 125 base attack, it's going to do a shitton of damage regardless. Also, reversal and Counter work just fine for a normal playthrough.
>Granbull is rare and outclassed by Tauros, who is far easier to obtainAssuming your playing Crystal, Snubbull is a 30% encounter on Routes 34 & 35, and if you're worried about it being outclassed by Tauros, then you might as well get Ursaring since it outclasses both.
>Xatu is entirely reliant on TMs, which are better used on many other Pokemon.You can make the same argument about multiple Pokemon in RBY, like Mr. Mime, who doesn't even learn Psychic naturally, forcing you to spend the only Psychic TM you get to teach it. You'll likely also be using three other TM's on it, like I did. Unless you planning to use those TM's for something else, and can't replace them, I don't see how this is an issue.

Stanlter gets access to hypnosis naturally, Miltank gets Milk Drink, Body Slam AND Heal Bell naturally, and Granbull has 120 base attack.
I'll give you the trade evos, Foretress and Shuckle, but if you're really that concerned with using the "best" pokemon, then you might as well bench you're entire team the moment you get the legendary beasts since they mog everything else.
