It's exactly because of that. People don't really care about the ancestry beyond going "woah look i know who that character is meant to relate to!" and then they get forgotten because that's their main defining trait. You look at them and you go "oh that's the (x) character" and move on.
People love Arezu, so clearly they must love Mars right? No, they don't because Mars is a shitty nothing character like most of the PLA ones are and Arezu actually gets to exist for more than one second so she stands out.

Looker: fun in DP, meh in the other games. For some unknown reason this guy is extremely overrated on this site.

Barry has enough to be above Wally, Cheren, Hugh, Hau, Hop and Kalos kids. He's not unpopular but he doesn't reach the levels of Silver and Kieran.

Only 2 characters are very popular (Cynthia and Dawn), 3 are popular (Barry, Volkner and Flint), 2 are decently popular (Gardenia and Candice), 3 are niche (Riley, Wake and Looker) and the rest are forgettable or rely on recency bias to be relevant for a moment (Cyrus).

Gens 4, 5 and 6 have shit rosters of literally whos where only 2 or 3 characters define a generation, is the same shit with gen 3, gen 7 is probably the only gen where most of the characters are memorable to everyone.

I'm not gonna say design does not matter, but everything is part of the equation. Why do you think, say, the Paldea E4 or the Paldea Friends are so popular? Because they actually appear a bunch through the game and are relevant lots and some even have compelling storylines to them.
If it were just about design then Cogita should be hyper popular since she's a Cynthiaface and we all know she's very much not.

Look at SwSh, it has characters with countless amount of fanart yet they are basically souless dolls when it comes to actual character and personality.

And I never said Volo's fans are the same as Cynthia's, but matter of fact stands that she is an expy and the lesser expy in a game already with one. She has no reason to get popular, because Cynthia already exists and any crossover appeal you can get out of a Cynthia variation will naturally go to "Cynthia for women and faggots" and not "Cynthia for people who want her to have white hair and be old I guess?", which is a design matter. Her visual appeal fails to spread in a significant manner.

Not even that really. Both Hau and Wally had alt suits in Masters way before Barry (who just barely got his) and Wally got added to the longue recently. Wally definitely is higher up, especially because of his depiction in the remake that was much cooler than he already was. And Hau and Hop have the limelight of being a rival that actually feels like shit to losing to the player, and Hops case completely getting cucked. Barry is probably the most forgettable rival besides the Kalos kids. Most people who even talk about Barry just chalk him off as the random adhd rival.

The rest I'd say you're right, with maybe Cyrus as an exception only cause he was by far the edgiest antagonist and edgy teens playing the game likely hyped him up.

Example: Selene barely got 1 alt in 4 years but Acerola has 4 alts. All F2P characters like Barry are mistreated except Rosa and Giovanni. I think it's a fair enough metric cause they added Volo and Rika and then instantly added them to the longue, which also happened with Leon and Raihan. They have to do a level of research to make those choices for these characters. Also you make a point of f2p characters getting shafted, however Accerola is also a f2p character who is in the longue. And to use another example, Silver is f2p yet got two alts and longue as well. Not to mention that Hau is also f2p and also got a alt way earlier. I'd say Wally being added to longue after all this time would indicate a fair amount of like for the character.

The longue is a bonus to get 2 characters for the price of 1, it's a strategy to maximize sales. I don't see that it has a real reason beyond that.
I forgot about Acerola and Silver, my mistake. Acerola is F2P but Selene is much more popular than her. So? in general the FP2 characters are mistreated.
The selection of characters isn't governed solely by popularity, there are characters who necessarily have to be like Geeta even though she is very unpopular, and other villains and unpopular champions like Lysandre and Diantha who have to receive affection for their status.
They started adding more Alolan characters when people complained loudly about the disproportionate bias they had toward Lillie. It's no coincidence that after that, she disappeared in favor of other characters, but they continue to milk Blue and Steven and they're not going to stop doing it because people haven't complained about it.
Barry has more art than Wally (Gelbooru, Pixiv) and the fandom has more esteem for him. He at least is considered a better rival in the rankings. What's so special about Wally? Shotabait?

It's likely a case from actual character polling, and Japan maybe. For instance in the Alolan poll Acerola was one place behind Selena being the 4th most popular character. In the Masters poll for Sinnoh trainers, Barry wasn't even in the top, with Cyrus getting a spot. And then pic rel shows Wally higher than Barry by 10% though not a really big difference in contrast to other characters.

Art is a decent metric but not always the most accurate, especially porn. Its possible Wally likely didn't get much art until ORAS where his character was better depicted. Plus Barry gets the anime bonus, while Wally doesn't.

My personal take, Wally just has more character than Barry (At least in the games) as he develops into a capable trainer from being a meek boy. Ultimately though, to circle back to the OP it's really strange that Barry didn't get an ancestor while Wally did though. Being the main rival, he totally should have. Unless you want to be one of those who believe it's Volo.

People need something to latch on a character beyond just the design. Even just one single thing creates miracles. Hex Maniac, as you just mentioned, is a prime example of that. A one scene wonder, and that left a big impression on people.
Swooshie is the same in that regard, Marnie's meme smile is a big one. Raihan wouldn't be as popular as he was if not for his rivalry to Leon, complementary relationships also are a big buff since interactions between characters are big fuel for fan content, specially in regards to shipping.
