We know from interviews Game Freak don't fuck out concepts they think they can make work, we know they had planned for more megas than actually got added and we know they've created shit for a previous Gen, sat on it and cooked it longer before adding it to the series.
The lore of the game regions is based off the actual real-life evenets of the real-world region, meaning it's unlikely they add regionals, due to Kalos undoubtedly being fully-settled (whenever time period you assume it is) meaning the likelihood of them adding regionals (creatures that get taken out of their usual habitat, brought to an entirely different one then adapting to the new habitat over hundreds of years, from the inferrence of A-Vulpix being brought to Alola by Kantonian settlers) is very small. We know everything what lived in the region up to Gen 6. So unless they decided to just ignore all they decided with Regionalisation, the odds are they're adding new megas. DPPt didn't have an in-battle bangle gimmick, thus got Regionals to not subvert the established lore. Well Kalos didn't have Regional forms, thus will likely get more megas to not subvert the established lore.

Hell, let's take Let's Go as an example
The reason why there weren't any new Megas?
It's because Megas weren't the main focus, they were just a nice bonus
Hell, even Let's Go added 2 BRAND NEW Pokemon for merhandising
Z-A's main gimmick is Mega Evolutions so they're obviously going to have new Mega Evolutions to make merchandise of
I don't think there'll be only Megas but the amount of regionals/cross-gens we'll get in Z-A will be really small
Also the real reason Mega Evolution is back is because Pokemon GO is close to running out of new Mega Pokemon to put into the Raids

Clue was in the name, never mind the GO tease of Meltan after a community day, that Masuda outright tweeted about to alert people should have told people this was a game that had a connection to GO but idiots back then were insisting megas weren't a gimmick, because they got added to SMUSM, thus they just HAD to add new Kanto megas to prove that (side note, delighted Regionals became the "continuously-added style of pokémon). I can see them only adding about 12 megas and a couple new 'mons (maybe Galarian birds, due to the Kanto crew being in XY and possibly a new trio member of some description for one the existing ones) but I really don't see new regionals being added, existing ones yes.

Bingo. Remember, the mainline games are a bitch to the rest of the franchise. Remember how Terapagos, the literal key to the entire story of Area Zero and those who explored it or used the power of the Tera Crystals found there, was a literal nothingburger that existed solely to fulfill Kieran's rushed schizo arc?
Of course they couldn't actually do anything major with Terapagos aside from having it look cute and battle you so you could capture it, that would mean Horizons, which features Terapagos as a cute and marketable main character, wouldn't be able to do its OWN surprise reveals about its powers and how it works!
