The idea of hell is actually a consequence of evil actions, not a punishment to avoid. If you're truly religious you wish to be good so you live your life according to the moral framework religion provides not out of fear from hell, but because you truly believe it is the right thing to do.
If there was no legal consequence against murder, would you murder people? Most people wouldn't, they don't have murderous intent or homicidal tendencies, to them prison is not a punishment to fear but a consequence for murderers which they aren't.
