They're far stronger than other Paradox Pokemon, even stronger than the ones that are literally based on Legendary Pokemon, which is reflected in their abilities being overtuned versions of Protosynthesis and Quark Drive.
It's unlikely we'll ever get more elaboration than that, but we can speculate that they were in fact genuinely so powerful that it's the reason that Sada/Turo could only ever summon two Koraidon/Miraidon before the time machine stopped pulling them in from that point onward.

Well, correct me if I'm wrong but the "legendary" status practical-wise is defined by The Pokemon Company I guess, and/or maybe Gamefreak, but lore-wise, they are defined by the people in that universe due to their rare and powerful status.
This however doesn't necessarily mean that only one of each species exists, and this case in particular could be the same case of the legendary dogs, being "normal" pokemon before being resurrected by Ho-oh.

No? There's a defining difference between 伝説のポケモン and 幻のポケモン, Mewtwo and the birds are the former whereas Mew is the latter, that's how it's been from the very beginning in Japan, but it took until Gen 5 for TPCi to give a fuck to make the localized distinction between Legendary and Mythical.

The classification didn't exist at the start, it was added later.
Hence Arcanine being "legendary" in the zukan or Lugia being "mythical" on its movie.

What changed was the definition of legendary. In Gen 1, the "legendary" Pokemon were Arcanine, the birds, the Dratini line, and Mewtwo.

So under Gen 1's definition of "legendary Pokemon", Arcanine and Dratini line counted just as much as the birds and Mewtwo. However, Gen 2 retconned the definition of "Legendary" to mean "god-like" or "absurdly powerful".

No, it isn't. HOME doesn't recognize it as a Legendary Pokemon, otherwise it would come up alongside Koraidon, Miraidon, Ogerpon, the Loyal Three and Terapagos when searching for Legendary Pokemon.

I agree they're an UB-kind of group that was literally chategorized as legendary by the rotom dex. They may not be officially chategorized as that, but in fact they cover the same position and their lore is the same as a legendary too, since they are pokemon proven to exist but so strong and rare that commoners never saw them.

Simple as. Paradox and UBs are tied to legends, so they are legendary. I have to say though that UBs work actually much more in this due to them being limited and the rotom dex listing them as the same rarity as other non-core legendaries.

Most paradoxes are limitless, and the dex doesnt have the legendary layout for them if i recall correctly, so they arent legendary

And most of those aren't unique either.
And the Rotom Dex clearly defines them as UBs instead of legendaries

Idk. It seemed like a great opportunity to have a pair of mascot Pokemon not classified as legendary. They could have even had BSTs like Roaring Moon and Iron Valiant. I actually think that might have been neat. Only the Gen 1 starters have gotten non-legendary box art status. Suicuine in the only sub 600 BST legendary to get box art. I guess it doesn't mean anything to get hung up on this, I just don't think a box art Pokemon NEEDS to be legendary.

HP and SW are under all definitions fiction. The Scarlet/Violet Book are sold as real field investigation about the Area Zero and has many truths in them, so people believed (and probably some of them still believe) in the fantastic creatures depicted there as real, hence the legend.
It doesn't matter that Heath made up the Winged King and the Iron Serpent before the professors actually brought real ones from another world, they still became popular cryptids and the legends of Area Zero feature them
