Team Galactic was the only actually menacing team in the pokemon series. It helps that the legendaries were literally pokegods, the stakes have never been higher since that game.

Anon, the strongest of those is Ultra Necrozma who can eat all the sunlight (no idea how that metaphysically works,) followed by Xerneas/Yveltal who can kill/revive an entire country at once. None of that is on the level of ruling over all time and space.
