I’m 100% convinced it was a Dark type and then changed to Steel last minute once they realized Hoenn has way too many Dark types and barely any Steel types outside lategame

Steel isn't a very good attacking type in gen 3 anyway. You're batter off just using this to baton pass boosts onto an actually good pokemon.

They've done it before. Frillish/Jellicent were intended to be mono-Water, only getting the Ghost-type added because they wanted more Ghost-types.
