Tokyo. Castelia represents the dense cities of Shibuya and Shinjuku. Castelia Park is similar to the Shinjuku Gyoen National Garden. Virbank is a port town that's close to the main city, like Yokohama. The subway and trains in Nimbasa and Anville represent the shinkansen.

The only gens that look burgerized, design wise, are Gens 8 and 9, 9 especially. Not a hint of Japanese in that one.

They don't look particularly Japanese, design wise. Being inspired by Momotaro's three companions isn't the same as design.
