Why did the nugen games remove player agency?

I liked having the freedom to run around and complete the tasks in the order I choose.

But Gens 5-8 be like
>go here----->now go here----->now do this----->now battle these trainers----->now see this cutscene

When SV was announced as open world I was like FINALLY I can do things the way I choose, but
>no level scaling
>empty map
>retarded story
>ugly overworld and character designs

Why is it so hard to just give us a good game with playr agency, rewarding objectives and short but meaningful interactions?
