I liked the Peons and Admins, but Genius Sonority dropped the ball with the leaders.

Oh the strategy works... if you let it happen. Take down Slaking and Slowking is then stuck with Truant instead of Own Tempo, and Evice's entire strategy folds, and he has to rely on Shadow Tyranitar instead.

I like Evice as a twist villain who is obviously suspicious in hindsight. I mean before you ever see him, Team Cipher members are just causally leaving his office.
Greevil is a funny looking little guy, but yeah it’s stupid that he was secretly the big bad of cipher all along. Only really cool thing about him is that he uses 6 shadow Pokémon, but his team is still less threatening than Evices.
Despite often being accused of being edgy by Pokémon fans, the Orre games are actually quite silly and not meant to be taken too seriously. Usually the best part of the bad guy characters are the animations they have or their general theme and aesthetics.
Unrelated but I think Team Snagem is criminally under utilized in these games too. They are literally the only bad guy team that have the ability to catch another Trainers Pokémon during battle, and they never do it once! It could have been kind of cool if they could snag your Pokémon then add it to their team during battle, atleast if this was a mechanic used by Gonzap.

Yeah, Greevil (and Evice) are pretty "meh" villains, but Greevil makes up for it by having the most kino fight in the entire franchise.

Cipher developed both Shadow Pokemon and the Snag Machine, they just loaned them to Team Snagem for free field testing, and as patsies in case the authorities actually manage to scrounge up a resistance force. They were dumb for not keeping any spares of the portable snag machine on hand though, and Wes betrayed Team Snagem and took the only one in the region to pull off the impossible.

In XD Cipher never continued developing the Snag Machine technology. I guess they thought it was too dangerous if it fell in the wrong hands, and redoubled their efforts at producing Shadow Pokemon instead. The scientists at Krane's lab reverse-engineered the Snag Machine Wes once used and produced their own, in case Cipher ever returned. Wes' Snag Machine had no restrictions, but Wes couldn't snag any non-Shadow Pokemon because Rui would throw a fit. Michael's Snag Machine will only activate once the Aura Reader locks on to a Shadow Pokemon, it is handicapped by design because it's a device made by the heroes to steal Pokemon.
