No. Pichu is a waste of dexslot that should have gone to evolving Corsola, Qwilfish, or Delibird. But its not an "either or thing Gorochu was never going to happen becuase it was already axed in Gen 1 before babies were even a concept.

It may have been scrapped early, but it's more the fact that it COULD have be a concept they'd revisit later down the line had that evolution space been available.

Yes. Pichu is cute and Raichu is good as a final evo. There's plenty of Pokémon who need a cross-gen pre-evo.

We should get more Baby Pokémon for a few reasons but most of all because they're cute. You don't really need more reason than that.
