Whatever western-only horseshit TPCi's put out is the blackrock fund but Japan doesn't take their money, as Daddy Nintendo has more than enough money to fund several pokémon games without even releasing to recoup the cost (they'd obviously get released, but the point is they can fund them right this minute if they wished because of how filthy fucking rich Nintendo currently are, with Switch's success, instead of piecemeal "make, sell release, use income to fund new game, repeat cycle" like Tajiri was doing all through the '90's while he tried to get Pokémon even made).
