HGSS for instance, while it does use 3D assets, retains the grid movement system and the birds eye perspective, and because of this, the maps were able to be translated NEAR 1:1 without changing the way they play. for Gen 4 remakes, their options were to be faithful to the overworld maps, necessitating a fixed perspective, and that's what we got with BDSP. or, to have a full 3D like SV which would require building the region from the ground up without any references. you can look at PLA to kind of see what that would look like. because you couldn't just take a route layout from DPPT and slap it into the SV overworld and expect it to feel right. they're vastly different kinds of games. and again, the latter would be a lot more dev work than any other remake was to build fully 3d maps and assets, and not fixed-perspective.
