There's no such thing as a "physical" or "special" attacker. No one is forcing your cartoon animal to use its higher attacking stat. If you actually played the game you'd see that it has Thunderbolt, so why would it need a physical move instead, campaignshitter? No need to ruin a type's identity so that a shitty cartoon animal no one cares about remains shit.
