Organized crime and white collar crime is mostly very boring. That doesn't mean you should write about all the minutiae, it means that most of what they do to make money and amass power should be things that can be left off-screen.
Successful criminals aren't flashy and are not being actively hunted by "the good guys" for very long.
Nobody is impressed or interested to see that a bad guy kills someone. It's much more intimidating for a non-badguy to be blackmailed, extorted, or otherwise forced to do bad things by proxy.
Just because someone is evil doesn't necessarily also make them some horrible pokemon abuser. A team rocket guy can have loyal pokemon or even be friends with his pokemon, while going around doing crimes and stuff.
Skilled trainers have no reason to get involved with organized crime. There is no reason why someone who works for team rocket would also be a super strong unbeatable trainer.
People who knowingly break the law usually have a reason why they think they can/will get away with it, unless they're just insane or stupid.
