Sure, scorpions live close to and under the ground. But if it's (obvious) scorpion inspiration was the reason behind it's typing, that would sooner suggest Bug or Poison-type. Both of which are Gligar's unofficial demi-types (see moves, abilities, egg group).
Of course part of Gligar's odd typing is because Game Freak wanted to give it a unique typing from the start. But I do think the Ground-typing was probably justified because it's supposed to be a glider.
