In general though, I'd probably start by trying to figure out which Pokemon are intelligent enough for human speech. Start with the obvious ones. Try to raise an Alakazam, Metagross, Ninetales, and Zoroark. Two of them are considered hyper intelligent, one of them is capable of understanding human speech, and one of them is literally shown speaking to a human outright. Go from there to find the lowest common level of intelligence which allows human speech. I'm not particularly interested in finding a romantic partner until I can confirm at least one of these Pokemon can do it in this world.
I'd probably hang around the human world, but I'd probably feel a little weird if the Pokemon were raised by humans. Then again, I may end up raising my own lover by complete mistake with my previous tests, and it'd be a little rude not to accept those advances if they come up.
Frankly, I like the human world and its comforts. I'd go find a little suburban or rural town, and settle down in there. If it gets too populated, I can always just move elsewhere.
Honestly, I'm not sure about how I'd go about to find one. My own attempts have been fruitless here, what the fuck makes you think they'll be better there? I guess learning to cook would help? I know that a quick way to get on anyone's side, beast or human, is to feed them good food, so...
