Aside from PMD Grovyle stealing the show for some people, Sceptile is one of those designs that looks boring to terrible in its official art and looks way better when it's in motion and you can see the design elements in action. In the official art it just has this boring neutral stance that feels like its emphasizing it being bottom-heavy and doesn't look acrobatic at all. In motion you get to see more of its strengths like how it can use different "weapons" across different body parts and has this arrow-like silhouette when it's moving across the air.
Also it doesn't help that its Gen 3 sprite looked like shit. It's Gen 4 and 5 sprites were a bit more on model but I never felt they conveyed Sceptile's personality/strengths as well as a lot of other sprites did.
