Obviously this long since changed, but there was a point where pokemon like Gliscor were used like 60%+ of the time. It was very similar with Scizor and Mega Scizor, where Mega Scizor made it so Scizor was allowed in UU, and made that shit extra gay too.
This shit was expounded in ubers as well, where every single team had primal groudon without fail, back when it was around. Other formats often become worse because of all the changes made to cater to OU. It reaches a point where instead of thinking of the overall health of the game, it is more of a popularity contest. At this point, something like Lando being talked about at all in any negative fashion is seen as a joke, because its "iconic" and role compression is "good".
Another prime example of clear bias showing, is the fact that paraflinch jirachi is allowed to exist, but other luck based strategies like swagger and foul play got kneecapped, despite both of them being roughly on par as far as luckshitter retard anticompetitive goes. Its simply because enough people on the council want to use Jirachi as an onahole that it is allowed over other luck based strategies. That's just how it is.
Of course, its inevitable that there will typically be one centralizing threat in the meta, this has been a fact since gen 1. The only thing that keeps those formats together is the fact that they are so old that nobody gives a fuck that snorlax is an auto include, and people would be retarded to ever change legacy like that
