Lapras make more sense "lore wise" since you can ALWAYS get a free one from Silph Co in Kanto games playing as Red. But Espeon is more well rounded since Blastoise makes another water type redundant. Also it implies Red got the Eevee from Celadon and evolved it via friendship.

I really don't get why they decided to give him a pikachu, obviously it wasn't his starter so why did he never evolve it? I like to think that Blue gave him his starter though, maybe out of respect or something.

honestly these are all pretty good sets

I'm pretty sure Lapras was added solely because of the permanent hail in the battle in HGSS. That's also why Blastoise, Snorlax, and Lapras all know Blizzad
